+++ This bug was initially created as a clone of Bug #339817 +++

This bug is to improve output. We turned off access warnings (via cloned bug), but now the output page shows a column full of zeros. Could be misleading. 

We have a custom ant task that scans files for these warnings, and provides summary counts for the table. We should add a flag and conditional processing to skip all that and just leave the column out of download page.
