According to the java memory tool, DefaultVMModelProxyStrategy is not being cleaned-up for DSF-GDB's LaunchVMProvider.  I don't see DefaultVMModelProxyStrategy being uninstalled for that provider and I've confirmed that DefaultVMModelProxyStrategy.dispose() is not called for that case.
