CSS validation doesn't work at all. Opening properties on a css file and setting the css level on the "web content settings" doesn't work since after doing this and then reopening the properties it is reset to "none".
Also, the "web content settings" cannot be found in the project properties or the preference panel.
There is no css validator listed in the validator section.

Ah, I just noticed that the "web content settings" do show up in the project properties if the project is a static web project (as opposed to a php project). But even then validation of css doesn't work.

It doesn't work because, as you found, we don't have a CSS validator at all.  Changing to RFE.
