A lot of bundles and packages do not contain the "tooling" qualifier. Then when dealing with installation of features and so on, it is not so easy to distinguish what is part of GMF Tooling from what is part of GMF runtime accoring to their names.

This should make development and maintainence of GMF Tooling easier, but it's gonna introduce major API changes. Then this is something that requires more thoughts, opinions and advices.
