after cloning a repository and without selecting "Configure pushing changes to Gerrit Code Review" at the end of the "Clone GIT Repository"-Wizard the repository-setting 'gerrit-createchangeid' for the repository is always true

so the checkbox 'Compute Change-Id for Gerrit Code Review' while every commit is checked and "Change-Id: I0000000000000000000000000000000000000000" is set into the commit-message-textfield

Steps to Reproduce:
1. Clone a repository
2. don´t check "Configure pushing changes to Gerrit Code Review" at the end of the "Clone GIT Repository"-Wizard
3. try to commit something

It seems that if you visit the last page of the wizard then Gerrit is configured for pushes - even if you don't select it.

Can't the Gerrit stuff be a separate Eclipse Plugin that we can choose not to install?
