The Global Region:

The global Region is not a region. It is to be used internally only and is placeholder for artifacts that are not in a region. It is to be presented to the user that all artifacts are in the either the kernel region, the user region or the global space.

For this reason the global 'not a region' region will be a special implementation of Region and will not be created or present in the RegionDigraph.

This feature is now implemented and a new set of mBeans of type=ArtifactModel are present along side the old model with all the Artifacts being represented.
