This is because they're not real tool items. Perhaps it would help if the background was made transparent?

This is still broken in 4.1 build: I20110515-0800.

OK, the original fix never got tagged for the build. I checked the I20110517-220 build today on my Windows 7 box in classic mode and the buttons now appear flat. Dani, can you please confirm this on your box as well? Thanks!

Yes, works now! Verified in I20110518-2200.
