Hello, I will be happy if following items could be internationalized.

1) 2nd paragraph in the top of dialog.

2) Syntax options in left area.

3) "Background" in right area.

Sorry, I find I can translate (1) and (3) with following file.

org.eclipse.wst.sse.ui/org/eclipse/wst/sse/ui/internal/SSEUIPluginResources.properties
( webtools.sourceediting category )

(2) stays problem for me, but I need more research, I think.
So once I will close this issue.
