Build Identifier: I20110310-1119

CPP project contains Arabic text is not build successfully and Arabic text is not displayed corectly in CPP file.

Reproducible: Always

Steps to Reproduce:
Prerequisite:
Set arabic environment to Arabic as follows:
Set regional settings to Arabic
Launch eclipse using nl -ar attribute
Set workspace encoding to Cp1256 (Windows->Pref->General->Workspace)

1. Create a new C++ project with Arabic name
2. Select Executable->Hello Word C++ Project
3. In Basic settings set Arabic Author name
4. In Hello world greeting set some arabic text. Finish the wizard

Result1:
Araic text is corrupted in created cpp file
5. Righht click on project name and select Build project
Result2:
Project is not compiled succesfully (binaries files are not created).
