Reproducible: Always

Steps to Reproduce:
1. Within Eclipse...choose Help/Install New Software..on the menu bar
2. Within "Available Software" enter update site in "Work with" i.e. PSU-OSEE - http://carroll.aset.psu.edu/pub/eclipse/technology/osee/installs/rc_update_site/
3. Choose "osee_client 0.9.8.xxxx by entering a check mark
4. Choose "Next"...then "Finish"
5. "Problem Occurred" pop-up results..listing the details cited

Problem occurs irrespective of the update site used.
