With the RC phase near, development of the 1.4 cycle will slow down and only fixes for major bugs will be accespted to go into HEAD. For the work ongoing in the Souvereign project (and possibly others?) it would be convenient to continue to work on HEAD. 
Therefore I suggest to already open a 'v14_Maintenance' branch and use this branch for 1.4 development. Development for 1.5 could then take place in HEAD.

Created a branch named v14_Maintenance right after the RC1 build. CVS HEAD is now open for RAP 1.5.
