Build Identifier: CCS Version: 5.1.0.03000

I was able to create a platform with overlapping segments.  Only at build-time did I get an error from XDC complaining about the error.

Reproducible: Always

Steps to Reproduce:
1. Use the platform wizard to create a platform with overlapping segments
2. Build a project with this platform 
3. You will observe a build-time error
