While moving UI elements around (such as the console), the border which would usually appear to indicate that the element is going to snap somewhere appear on the leftmost monitor, even when Eclipse is on the right monitor.

Reproducible: Always

Steps to Reproduce:
1. Drag UI element to a new location
2. Watch other monitor
