When a Mozilla Browser is focused, the Alt+... key bindings to open menubar menus do not work.

The code flow for handling key events in the Mozilla class seems to ignore Display.windowProc, instead coming in via method3 of the domEventListener before being dispatched via Widget.notifyListeners. It's hard to see how this pathway could be reconciled with the typical pathway for launching a menubar menu, which involves many windowProc calls before Control.WM_INITMENUPOPUP is invoked.
