I have also created a dump of the process - it is 328 MB, so I will only upload on request. This problem effects several users and the sub-process that hangs is a part of the team synchronization process.
Further reseach of the causes led me to rename the secure_storage file @ <User Home>/.eclipse/org.eclipse.equinox.security. This allowed the User to start eclipse w/out incident. I then found that the Windows Integration was missing as an option under Preferences -> Secure Storage. Bug 226482 provides the x64 fragment necessary and the problem is resolved.
