Build Identifier: I20110412-2200 JDK : java full version "JRE 1.6.0 IBM Windows AMD 64 build pwa6460sr9fp1-20110208_03(SR9 FP1)" OS: Windows 7 Japanese SP1 (64Bit) Help search function provides Local search and Eclipse.org search. Local search handles DBCS successfully, but Eclipse.org search fails to handle DBCS. This problem happens with Latin-1 characters such as "À" (U+00C0), too. DBCS keywords are converted %hh representation (URL encoding) in Eclipse keyword search input field, but %hh is not necessary for the input field. The keywords should be placed in the input field as is. Reproducible: Always Steps to Reproduce: 1.Help > Search 2.Click the triangle before "Scope", and then check "Eclipse.org", uncheck "Local Help". 3.Enter non-US ASCII characters such as "À"in the "Search expression" input field. 4. Click "Go" button. 5. Ensure Eclipse.org returns (1 hit), and then click "Web Search". 6. Click "Search" button in Eclipse Search web page. 7. Fails to search non US ASCII characters (including DBCS).

I just debugged this and it looks as though the problem is at the eclipse.org website. The help system opens this url on eclipse.org http://eclipse.org/search/search.cgi?q=%C3%80&ul=&ps=20&m=all which is redirected to this page http://www.eclipse.org/projects/searchpage.php?q=%25C3%2580&ul=&ps=20&m=all The URI is getting encoded a second time causing the failure to find a search result, the redirect should be going to http://www.eclipse.org/projects/searchpage.php?q=%C3%80&ul=&ps=20&m=all I will file a bug against eclipse.org
