After the region digraph code that was moved from Virgo to Equinox appears in an "I" build, Virgo should switch to using that version and the Virgo code should be deleted.

Added Equinox region bundle org.eclipse.equinox.region_1.0.0.v20110503.jar to the SpringSource Enterprise Bundle Repository so Virgo can consume it.

Switched Virgo to use the Equinox region digraph and deleted the dead Virgo region digraph code.
