The eWebBordercontainer was originally targeted at the editor, so it makes assumptions about what the overflow style should be for the left and middle panes.  

Now that we use it in navigator, it needs to consult what the original style was and restore it, rather than just explicitly setting it on or off.

The cases to check are the appearance disappearance of horizontal scrollbars in the navigator, before using the split toggle, and after.
