I wrote a testcase for starting the region bundle from a persistent digraph and found it to not work.  The issue is the digraph is not properly associated with the BundleContext of the region bundle so it remains disconnected from the framework.

The fix is rather simple, need to make sure to pass the BundleContext and the ThreadLocal to the constructor of the StandardRegionDigraph when loading it from persistent storage.

The fix for the testcases is a bit more complex since stopping the region bundle during the tests invalidates the BundleContext we are using to perform the tests!  This patch addresses that also in the tests.
