The plugin org.eclipse.xtext.generator declares com.ibm.icu in Require-Bundle. This package is 6.7 MB large! When bundeling an Xtext based generator as standalone jar half of the Jar's size is just for this bundle. In the Eclipse Orbit there is also the bundle com.ibm.icu.base, which might already satisfy the dependencies Xtext's generator has on this package. If so, the dependency should be changed to Import-Package to have the chance to bundle the com.ibm.icu.base package.
