Build Identifier: WTP 3.2.4

Exporting a Static Web Project leaves out the WebContent directory.

Dynamic Web Project works fine.

WTP 3.2.4

Reproducible: Always

Steps to Reproduce:
1.Create a Static Web Project
2.Export it
3.Unzip the archive and see that the WebContent is missing.

If a directory is empty, then the General->Archive export will not include the empty directory.
