I would like to add a line to the EDP that states that a proposal is not required in order to create an incubator project under an existing project. For completeness, there are already words in the EDP that state that the new subproject (incubator or otherwise) needs to fit within the scope of the containing project.

Does anybody feel that a creation review is required? What is the value of a creation review for an incubator?

Good point. Not sure an incubator really needs a creation review.

My reading of the current process is that it doesn't say anything about needing a proposal. It just says, "Incubators are created via a Creation Review." In any case, I am in favour of saying no proposal is required for incubators. Most of the sections of a standard proposal are not relevant for an incubator.

However, I still think there needs to be some minimal process involved here. If we do away with a creation review, is an incubator simply created via an email to webmaster saying "please create me an incubator"? Since new commit rights are involved here, and potentially new committers added without a committer election, I think some kind of public, widely circulated creation review document is still needed. Even if it is just something very simple like "We are creating a new incubator project under project X. The new project name is Y. The following initial committers should have commit rights... The project requires a new git repository called Z, a mailing list called W, a forum, etc. PMC approval for the new project can be found in the following mailing list thread... An initial contribution is being made to the incubator via the following CQ..."
