Eclipse GUI is not mirrored when using option -nl iw or -nl ar

Reproducible: Always

Steps to Reproduce:
1. From command line execute eclipse using -nl iw option

Expected result: GUI should be mirrored when usong bidi locale
Actual result: GUI is not mirrored

Is this with the 4.1 SDK?  Or with a version based on 3.7?

Do you have IW or AR language packs installed? If no, the "-dir rtl" is required due to the changes in bug 303889.

Not sure whether this was a good idea. If the user explicitly chooses -nl ar then why would be ignore this? I can see the point when no command line argument is given.
