If the system property org.eclipse.ecf.provider.generic.port.fallback is set to "true", o.e.e.provider.generic.TCPServerSOContainer will use an alternative port if the given port (org.eclipse.ecf.provider.generic.port|"3282") is not available.

Btw. the default for the .fallback is "false". By default no alternative port will be selected.

This appears to have no effect if the URL is specified.
