Users should have the ability to easily see the set of licenses for the code contained in their Eclipse distribution. They do get to see licenses for things that they later add to Eclipse via p2. The welcome screen seems like a good place to show this sort of information to the user. A tab on the "Installation Details" dialog might be helpful as well.
This sounds like a reasonable idea. Since there are two parts to this bug report I'll create a second bug to address the tab on the Installation Details dialog. This request is probably too late for Eclipse 3.7 but we can consider it for the next release.
