See attached schema.

The attribute declaration "local-attribute" correctly has the target namespace of null.

Add attributeFormDefault="qualified" to schema declaration.  The attribute declaration should now have a target namespace of "http://www.example.org/test".

The schema must be completely reloaded (restart eclipse, for example) for this change to take place.
