Separate dependency on org.eclipse.core.resources bundle such that core Sapphire components do not depend on it.

This item is partly completed. Some of the code with the dependency on the resources plugin has been moved in workspace and workspace.ui bundles. The modeling bundle is already free of this dependency. The UI bundle needs more work.

Will handle that in part 2... Bug 345183

Verified that org.eclipse.sapphire.modeling and others does not depend on org.eclipse.core.resources bundle.
