Currently the p2 director scopes the sat4j dependency as [2.2.0,2.3.0), it would be great if it was relaxed to [2.2.0,3.0.0) to help systems that ship newer versions of software cope a bit better.

The version scheme of SAT4J does not evolve like Eclipse and the ranges used here would not use. 
Now two other things:
- We tend to ship with the most recent version of SAT4J
- Given the criticality of this library I'm not comfortable seeing this library underneath us.
