The org.eclipse.sphinx.xpand.ui plug-in should required and re-export the org.eclipse.xpand.ui plug-in. 
This dependency is usefull for example for allowing other plug-ins that required org.eclipse.sphinx.xpand.ui plug-in to use classes (e.g., org.eclipse.xpand.ui.wizard.NewTemplateFileWizard) of org.eclipse.xpand.ui plug-in.
