The changelog UI tests work for me when run locally using $ mvn -fae clean install. However, they seem to hang our hudson build on eclipse.org. First, some changelog UI tests fail and then the entire builds hangs :(

I believe this one has been fixed.

Yes, this has been fixed (I wasn't aware of this bug existing). See commit 432fb30267136477b8f592a10b64b592fee52798 (review https://git.eclipse.org/r/10109) for an explanation. Marking as closed (fixed).
