With Helios version and previous version of Eclipse J2EE IDE, Web proxy settings do not allow me to to perform an install or update or check for updates.

I can change the http.proxy settings in the eclipse.ini file and then I can use the "install feature".

-Xmx768m
-Dhttp.proxyHost=my.proxy.com
-Dhttp.proxyPort=8080

Also, if I switched from manual and native proxy settings in the preferences menu, both do not work.  But the proxy settings in the ini file do work.

Reproducible: Always

Steps to Reproduce:
1. Setting proxy settings (manual or native)
2. Add URL to install software,
3. Select software to install
4. Error generated, could not connect to download site.

I confirmed proxy are working in 3.7.
