Orion needs to run javascript tests on IE 9.

Presumably the only place to do this at eclipse.org is on the Hudson windows7tests slave.

Can we install IE9 on the hudson windows slave?  (I doubt it is something that I can stick under /shared/common :) ).  And then create a hudson job (orion-jstest-windows).

I've created the job and installed IE9.
