Go to the preference page Parallel Tools->Resource Managers->Parallel Environment. One is not allowed to leave the "Proxy server path" field blank. If it is already blank (the first time around), user cannot leave this page - an error pops up saying "The currently displayed page contains invalid values".

Proxy server field has been removed in HEAD.
