For external bundles, tycho adds jars.extra.classpath entries only if they are present in Bundle-Classpath of the target bundle. Entries available in the bundle but not on bundle classpath are silently ingored.

Igor, I misunderstood you.
Now with the sample project and patch I see what you meant.

Yes, your patch makes perfect sense and should be safe to go into 0.11.0.
