To reproduce:
1. Generate an axis ws client, up to the deploy state into a tomcat 6 or 7 web project
2. Right click on the *Proxy.java file and select "web services > generate jax-rpc sample jsps"
3. Note the warning in the banner saying "A suitable server was not found. The sample can be generated but cannot be launched."
4. The JSPs are generated but not launched.


NOTES
a) The jsps are launched fine if created through the wizard.  it's only the "generate jax-rpc sample jsps" action that has this problem

b) This action works fine on tomcat 5.5 projects

c) I found this during the I-3.3.0-20110331062905 smoke test.  This is not a scenario I normally do in the smoke test, so unsure how long this problem has been around.
