You can observe this behaviour using any item under Submenus. 

Reproducible: Always

Steps to Reproduce:
1.Open any workspace (i.e. create a new one).
2.Make shure that File->New submenu contains some items.
3.Open Window->Customize Perspective dialog.
4.In Shortcuts tab, select New for Submenus, uncheck all shortcut categories and click OK.
5.Make shure that File->New menu item is unavailable now.
6.Open Customize Perspective dialog again.
7.In Shortcuts tab, select New for Submenus,check any shortcut categories and click OK.
8.File->New menu is still unavailable.
Note: Window->Reset Perspective makes this item enabled.
