Second page of the New Build Server wizard - the list containing the Build Plans doesn't resize vertically - should attach to the bottom for resize

Reproducible: Always

Steps to Reproduce:
1. Just step through adding a new Build Server from the Builds view
2. Resize the dialog vertically

That makes sense. This will require minor API changes to pass the size hint along.

Let's go with the current implementation and consider further API enhancements as needed.
