By clicking on "Restart" and/or "Stop and then Start" in the Agent Execution perspective, the values of the global attributes are not set to their default values. Instead they keep the current value from the previous simulation run.

By global attrbiutes, I assume you mean top-scpe level attributes?

Makes sense, I think this may be a result of that same issue with why rules were not being called for base level agents. Anyway, not good behavior obviously as it breaks repeatability.
