During a publish operation we have always locked the Server, it seems that during bug# 319288 we missed to reacquire the Server lock when the rules are changed by the publisher. The Server lock is one that should always remain during the publish cycle.

After some testing, it seems that adding a server lock doesn't have much effect to the scenario. I tested by just using the server editor and doing some modification to the server object, if a lock on the server is acquire I would expect a modal dialog preventing me from saving the server object, but this was not the case. 

Other scenarios need to be considered to see if having a server lock is strictly necessary

We haven't identified of any problems even if the lock for the server was removed. We will leave this bug open for now to see if can spend more time and confirm our thoughts.
