This is a new horizontal ruler for the Fortran editor.  It is somewhat nicer looking than the old ruler, avoids some bugs present in the original (e.g., the cursor position not aligning with the cursor), and is compatible with folding (where the previous ruler was not).  Also, it is contributed via the SourceViewer, where the old ruler was hacked in via a cryptic sequence of calls to getParent() and getChildren().
