There are a number of scenarios where headless equinox configurations need to be built and delivered.  Currently the executalbes and launchers likely all work without GUI library installs (certainly they work without SWT present) but PDE and p2 and the executables feature make various assumptions that prevent smooth workflows for headless folks.

For example, by assuming the ws setting is important, we force folks to build/supply/install more configurations than they actually need (e.g., they need only consider OS/ARCH combinations)

The RAP folks want to introduce a new WS for SWT but this causes problems when they go to build since the WS they use for SWT is then different from what they need for the launcher/executable.  See bug 338544.

There are likely changes needed in a number of areas.  This bug is to serve mostly as a meta-bug to capture the problem and track the solution.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
