The TCF Target Explorer was built generically using the common navigator to allow for managing of targets using different target management systems, not just TCF. 

This bug asks to add support for RSE targets. This includes showing the same tree that the Remote Systems view shows as well as extending the New Target to handle creation of new RSE targets.
