Just to document it, with some of the renaming that recently went on, some features in "createnoopzip" were changed to the "jpt.jpa" as they are to be in Indigo. 

Apparently that caused the creation of these "noop" packages to not be created in recent M builds.

Adding you, Tran, simply for awareness. 

The file createnoopzips.xml is stream specific. Eventually we may want to move to 'releng' in some fashion to make that clear ... but, I don't think we'll need this past 3.2.x streams (will be handled differently in Indigo and other streams). 

In this case, I was able to create the noop zips "by hand" by running appropriate ant script from command shell.
