When I install a new Eclipse SDK and then use the director to add releng tools, I get an error:

[Fatal Error] :-1:-1: Premature end of file.
Installing org.eclipse.releng.tools.feature.group 3.4.100.v20110123-45-7w31212215.

Maybe one of the composite builds has a problem?  This is the repo: http://download.eclipse.org/eclipse/updates/3.7-I-builds

I wasn't able to reproduce the problem.  What version were you updating from?

I downloaded eclipse-SDK-I20110310-1119-linux-gtk-x86_64.tar.gz fresh, untarred, and then ran the director using:

eclipse/eclipse \
-application org.eclipse.equinox.p2.director \
-noSplash \
-repository \
http://download.eclipse.org/eclipse/updates/3.7-I-builds \
-installIU \
org.eclipse.releng.tools.feature.group

I still get the problem, although the actual install works:

[Fatal Error] :-1:-1: Premature end of file.
Installing org.eclipse.releng.tools.feature.group 3.4.100.v20110123-45-7w31212215.
Operation completed in 41068 ms.

Not sure why this is happening. I cleaned up the I-builds repo so that there is only 3.7M6 in it, and ran xmllint over all the repository files.  No errors.  I'll let the cleanup propogate to the mirrors and try again on Monday. In any case, this doesn't appear to prevent the director from installing.

The likely cause for this is a bug in p2: See bug 339673.
