You can close this as "won't fix" if you are happy with it separate, but I know in the past dali and jsf started off with their own sites, and the webtools links redirected to their own sites, in a different part of the cvs/web hierarchy, which is what libra currently does. But, they, and I suggest libra, reversed this so the outer site redirects back to webtools site.

The advantage of having this all under 'webtools' website, in cvs, is that then if there are changes made to all sites, such as change skin, some other standard links, etc., it is usually easier to make all consistent, which is good for a unified project like 'webtools'. Part of this "ease" is that all webtools committers should have access to all webtools websites. (Sometimes this does not happen automatically, and a note to webmaster is required).

Hope this brief description is clear. And, again, it's just a suggestion to better unify the projects. There's no real harm if you'd prefer it be separate so feel free to close as won't fix, if that is the preference.
