I was running New Maven Project without a connection to my remote repository and chose the basic web archetype.

The wizard continued fine and when pressing finish, after a few seconds it came up with a hard error message dialog saying "Could not resolve artifact ..." press Ok.

When running with the remote repository available the wizard actually downloads (according to its progress bar) the artifact thus i'm wondering why there weren't an error in the wizard instead of *after* the wizard completed.

I'm not sure what you are expecting here. The first page of the wizard is here to ask the user a few basic questions such that when the project gets created we have everything. But the actual core of the work (e.g. downloading the artifacts) only happen later and I don't really see how this can be modified.

There are no plans to change current behaviour unless somebody provides a quality patch.
