(1) Go to http://eclipse.org/downloads. It shows various 3.6.2 packages
(2) Get confused of which package to download. Click Compare packages
(3) Find the right one and click the icon.
(4) Now you are taken to 3.6.1 page of the package. All the links on the right side are for SR1. 

The compare packages page should direct them to 

http://eclipse.org/downloads/packages/*/heliossr2
instead of 
http://eclipse.org/downloads/packages/*/heliossr1
