In bug 301903 we added file level locking for the artifact repository.  We should consider this for the metadata repository too. This will likely require API changes, so it's probably too late for 3.7.  I'll leave this tagged as 3.7 for now so we can triage it.

As we've leared from bug 301903, this will require API change. Since we are past the API freeze, I'm moving this bug out.

I'm marking this as WONTFIX, since I'm unlikely to get to this.  This is less important than the artifact writing, since shared artifact repositories are more common (for bundle pools).
