4.1.0.I20110225-1300

- Package Explorer has focus
- all editors are closed
- have "open on single-click pref" selected
- click on a Java file to open it
- the editor is opened
- the outline view isn't populated until after you manually give the editor area focus

In 3.7 the outline is populated immediately.

This is a timing issue with our listeners. We notify listeners when a part gets brought to the top (became the stack's selected element), however, the rendering engine's listeners may not yet have been attached so the part might not actually have gotten rendered yet.
