Steps to reproduce 

* open Maven Repositories view
* expand Local Repositories
* right-click on Local Repository, select Rebuild Index and confirm reindex

Expected behaviour - reindex runs in a background job

Observed behaviour - reindex blocks ui thread, entire Eclipse IDE is locked until reindex finishes.
